In collaboration with the R&D team at moOngy Portugal, we developed an innovative solution to optimize shift management in volunteer firefighter organizations, simplifying processes and ensuring complete teams and continuous service.
The Challenge
Managing schedules in volunteer organizations represents a complex challenge. It is necessary to ensure fully operational teams, continuous service coverage, and compliance with specific rules, in a context where availability, skills, hierarchies, and operational constraints vary.
The Solution
The response to this challenge came through the creation of an intelligent digital system capable of replacing traditional manual records and multiple individual interactions with an automated flow of data collection and schedule generation.
The solution applies Constraint Scheduling techniques, distinguishing between hard (mandatory) and soft (preferential) constraints, thereby optimizing the planning process. This is a combinatorial optimization problem, classified as NP-hard, which requires sophisticated algorithms to achieve the right balance between quality and response time.
The Innovation
With the advancement of Large Language Models (LLMs) and the maturity of communication platforms, it became possible to adopt an innovative approach. Heuristic algorithms continue to ensure optimization efficiency, while LLMs enable natural language interactions — capturing and validating availabilities, change requests, and inquiries directly within the communication channels used by the teams.
This evolution eliminates the need for dedicated applications, making the system more accessible, intuitive, and seamlessly integrated into the routine of the organizations.
Impact and Future
Although developed to address a very specific context, this project has the potential to be applied in other sectors with complex scheduling needs and high error costs — such as healthcare or rotating service operations.
